These communities are defined as follows:

• Northern: Yukon, Northwest Territories, and Nunavut
• Rural community: A community with a population of fewer than 1,000 people
• Remote community: A community with little or no access to the services of the closest community with more than 1,000 residents and/or one that is without year-round road access
• Fly-in community: A community that requires scheduled or chartered flights to enter or leave for most of the year
